Job Description

Key Results Accountabilities

  1. Experienced in Buildings and Facilities Projects:

    • Demonstrate expertise in managing buildings and facilities projects effectively.

  2. Review and Update Project Objectives:

    • Continuously review and update project objectives to align with clients' strategic plans and objectives.

  3. Contractor Compliance:

    • Oversee and ensure compliance of BFD Contractors and Service Providers with Clients' Health, Safety, and Environment Management System (HSE MS) requirements.

  4. Safety Oversight:

    • Monitor and ensure the safe execution of maintenance, construction, and modification work within BFD facilities.

  5. Permit to Work (PTW) Implementation:

    • Implement and enforce the Permit to Work (PTW) procedure to ensure work activities are conducted safely and according to established protocols.

  6. Inspections and Audits:

    • Conduct regular inspections and audits of BFD facilities, equipment, and work sites to identify and address potential health, safety, and environmental hazards.

  7. HSE Findings Closure:

    • Support in closing all HSE findings of Internal and External Audits, Assessments, and Inspections carried out or related to BFD.

  8. Method Statement and Risk Assessment Review:

    • Review and evaluate Method Statements and Risk Assessments for maintenance, construction, and modification activities to ensure adequacy and compliance with regulatory requirements and industry best practices.

  9. HSE Performance Tracking:

    • Analyze and maintain HSE statistics to track performance indicators, trends, and areas for improvement within BFD operations.

  10. Training and Induction:

    • Review and provide feedback on HSE training materials and conduct HSE induction and training for new employees and contractors.

  11. Incident Investigation:

    • Lead or participate in incident investigations to determine root causes, develop corrective actions, and prevent recurrence of incidents.

  12. Policy and Procedure Development:

    • Collaborate with BFD management and other stakeholders to develop and implement HSE policies, procedures, and initiatives.

  13. Technical Expertise:

    • Provide technical expertise and support to BFD personnel on HSE matters, including interpretation of regulations, standards, and guidelines.

  14. Stakeholder Liaison:

    • Liaise with regulatory agencies, Sector QHSS office, client Corporate HSE Department, and other external stakeholders on HSE-related matters, as necessary.

  15. Relationship Building:

    • Develop and maintain positive working relationships with internal departments, buildings and facilities premises owners, contractors, and service providers to promote a culture of safety and environmental stewardship.

  16. Continuous Improvement:

    • Keep abreast of emerging HSE trends, technologies, and best practices to continuously improve BFD HSE performance.

  17. Reporting and Documentation:

    • Prepare and present HSE reports, presentations, and documentation to BFD management and other stakeholders as required.

  18. HSE Excellence Champion:

    • Act as a champion for HSE excellence within BFD, promoting awareness, engagement, and continuous improvement initiatives.

  19. Project Planning and Specification:

    • Assist in the preparation of project plans and specifications when appropriate.

  20. Additional Responsibilities:

    • Perform other responsibilities associated with this position as appropriate.

Requirements

  • Bachelor’s degree in engineering from a recognized university required.

  • Minimum of 7 years’ experience in a large organization with a focus on Project Management and coordination, with related work experience in Dubai.

  • Excellent collaboration and public relations skills, with multitasking, follow-up, and planning abilities.

  • Strong time management and computer skills.

  • Good communication skills, fluent in report writing and presentation.

  • Fluency in spoken and written English and Arabic preferred.

  • Ability to analyze complex problems and suggest appropriate solutions.

  • Ability to develop, implement, and evaluate administrative and management plans.
